Juicy Stories from Interwar Kaunas

Did you know that in 1931 Lithuania adopted the Law on intoxicating substances? This law regulated the production, import, export, possession, and trade of intoxicating drugs — in other words, it was legislation governing narcotic substances.

What psychotropic substances were used during the interwar period?

Among the 19 substances listed in the law were opium, morphine, heroin, cocaine, and Indian hemp (cannabis). The legislation clearly stated that these intoxicating substances could only be used for medical or educational purposes.
The law also specified that “individuals or institutions that manufacture, import, export, sell, or otherwise transfer such substances, or use them for scientific purposes, must keep specific records indicating the quantities and names of the substances produced, processed, received, or distributed, as well as their origin and to whom they were transferred or for what purpose they were used.”
